Do you need server access to install WHM? Or can it be installed using PHP and MySql? Please help?

Can I upload WHM on FTP and MySql Databse and give free accounts away?
Or, is there another reseller panel that doesn’t need server access and can install using php?

I would think you need root access since WHM is designed to manage sites on the server. I know you need root to setup cPanel.
